The 10% reduction was just in the fees paid to Medicaid providers, like doctors, hospitals, home health agencies and nursing homes. What is not clear anywhere in the budget (and maybe it's because they haven't figured out how to do it yet) is how to do the rest of the cuts to reach the numbers that are contained in the bill. Cut reimbursement rates more? Fewer and fewer physicians are accepting Medicaid and TX reimbursement rates for all Medicaid services are already among the lowest in the country. Deny services? TX already offers barebones. Kick people off of services? Many difficult choices and no easy solutions.

I know there have been several media accounts that say that there was an across the board cut of 10%, but from what I'm examining it appears that cuts are much deeper than that? Does anyone have an explanation?

I applaud the LBB and Chairman Pitts for offering up concrete proposals for these difficult cuts that need to be made to live within our means. Now, we all have to scour it and be constructive in offering any changes. I also have a question: can the Legislature really zero out and divert tobacco settlement funds from their stated purpose (as HB 1 proposes for the youth anti-smoking funds under Article II for DSHS)? Thanks.
