The purpose of this bill is to give registered voters the option to vote and register to vote outside their designated precincts on election day, just like they can during the early voting period. This bill would basically extend the same day early voter registration provisions to election day.

Under current statute, any eligible person who is legally registered to vote, can vote during the early voting period, at any designated polling place in the county prior to the actual election. However, on election day, voters can only vote at the designated precinct or assigned location of residence. Many voters, for any number of reasons, find this problematic due to lack of transportation, lack of bilingual personnel at certain polling places, procrastination, and so forth. This bill would allow voters to be able to register to vote at any polling place on election day just like they can during the early voting period.

@TobyMarie: I think you misunderstand the legislation's intent. To sum it up, voting on election day should be as simple and hitch-free as it is during early voting. this wouldn't inhibit or encourage voter fraud.

People should not be permitted to register to vote at an early voting location and be able to vote on the same day on a regular ballot. There is no way to verify it prior to the regular election. If it were a provisional ballot and there were PHOTO ID related to it then it may be okay.
