I like that this applies after an actual arrest. Not at routine traffic stops or based solely on a gut feeling by an officer.

Need more details. What constitutes proof of my immigration status? Birth Certificate? Passport? Will we be forced to present 'papers' to show we belong here? Even if our three-times great-grandfather was Secretary of State for Sam Houston?
