Zero-based budgeting would require all state governmental entities to start with a scratch budget every 2 years. They will have to prove to the Lege why they deserve funding for certain programs, staff positions, etc. Basically it will slow down the bloating of state agencies. Rep. Perry knocks another one out of the ball park.
