Has been changed. It does not apply to children born in this country because they are still citizens under the 14th Amendment. It applies to illegal aliens who are getting state benefits like food stamps, welfare, Medicaid, licenses, etc. falsely, using counterfeit or stolen Social Security Cards, Driver's Licenses, etc. and should not receive any state benefits. They are entitled now, to two benefits mandated by the federal government. They are free health care under EMTALA (federal law) and free education, mandated by a federal judge.
