If personal residences must be taxed they should be taxed at the rate the individual paid for it and never increased from that point. An increase would only occur with the sale of that property if its sold price exceeds it previous value purchased for. No rate increases no value increases. Life must be allowed to go on, not used to fund bureacratic and School Superintendents egos.
