"I filed HB 978 as an in-case-of-emergency-break-this-glass kind of option for failing school districts. It is a grassroots strategy that would allow voters to collect signatures and place on the ballot a proposal for the creation of a turn-around school board with the a minority of trustees appointed by the mayor. That board would exist for a limited amount of time and then revert back to an all-elected board of trustees. In other words, it puts the decision in the hands of the voters twice, and then automatically ends the program after a certain period of time." - Rep. Villarreal

I just don't see why the mayor is involved . . . but that being said I'm for doing everything under the sun to assist low-performing school districts.
