Who is going to police this? We know it can't be local law enforcement because, according to the immigration debate, they do not have the time or resources to expand their scope. Right?

Seems like the better option would be to provide stronger legal recourse for those affected by doggie damage, regardless of the dog's sex, weight, etc. Requiring insurance has a certain stiff stigmatic opposition, thank you Mr. Obama, and Rep. McClendon HAS TO know that this won't get passed.
