I agree with @Pvenable, this is a good bill for the taxpayer. @Shari, the courts demanded something be done. If it was not a business tax it would have been a statewide property tax or some kind of other tax. The courts demanded something.

How about eliminating the franchise tax completely? This is simply another tax on businesses enacted so that politicians could stick their hands even further into the pockets of businesses in Texas.
