Right now it takes a simple majority vote in each legislative chamber -- fifty plus one percent -- to increase taxes. This resolution would require that a tax bill be approved by at least two-thirds of the members present in each chamber in order to pass. This change would protect Texas taxpayers by raising the bar for the Legislature to create new, or increase existing, taxes.
