SB 55 would give persons in state-supported living centers the right to refuse psychoactive medications and require their consent to receive them. Accordingly, it would give persons with intellectual disabilities in institutions the same rights to consent to psychoactive medications as other persons confined to state institutions. It would permit the administration of psychoactive medications to a person who has refused them only if there is a medication-related emergency, the consumer's legally authorized representative has consented, or there is an overriding court order.
